English Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a latest survey of local authorities, English councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would focus on service redesigns and utilising financial reserves to weather increasing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in southeast England announced its property management strategy featured the disposal of a retail complex in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to raise council taxes next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities recently also found council budgets being stretched by the increasing figures of children and adults needing Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Shortfalls

Based on the latest deprivation measures (IMD) for English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 nationally under the 2025 IMD measures,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and demand,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study revealed.
